Civil Rights Programs and Functions  
Affirmative Employment
The Civil Rights Program of the Agricultural Marketing Service is responsible for the development, review, and evaluation of equal opportunity programs within the agency. These activities include, but are not limited to:
  • providing technical guidance and information to all employees and supervisors/ management officials;
  • developing and monitoring the Affirmative Employment Plan (AEP);
  • formulating the agency's Civil Rights Policies;
  • directing the following Special Emphasis Programs: Federal Women's, Hispanic Employment, Asian-Pacific American Heritage, American Indian/Alaskan Native, Disability Employment, and African-American Employment;
  • evaluating agency programs for the elimination of barriers.

 
An Affirmative Employment Plan (AEP) is a formal written plan of management objectives designed to improve the participation of women and minorities in all categories of employment. The plan includes goals and timetables designed to improve the representation of women and minorities who are conspicuously absent or have a manifest imbalance in specific occupations or grade levels based on Civilian Labor Force statistics. The AEP provides assessment indicators to Civil Rights Officials to determine trends and results of personnel actions made by management officials.
