Speciality Crop Multi-State Program (SCMP)  
Legislative Authority
Legislative authority for the Specialty Crop Multi-State Program (SCMP) is provided under section 101 of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note), as amended under section 10010 of the Agricultural Act of 2014, Public Law 113-79.

 

 

 
Program Scope
Multi-state projects under this section are authorized for projects involving:
(1) Food safety;
(2) Plant pests and disease;
(3) Research;
(4) Crop-specific projects addressing common issues; and
(5) Any other area that furthers the purposes of this section, as determined by the Secretary.

 

 
Funding
The following amounts are authorized for the SCMP:
  • $1,000,000 for fiscal year 2014;
  • $2,000,000 for fiscal year 2015;
  • $3,000,000 for fiscal year 2016;
  • $4,000,000 for fiscal year 2017; and
  • $5,000,000 for fiscal year 2018.

 

 
Funds not awarded will be rolled over into the next fiscal year. The funding amount available for fiscal year (FY) 2015 consists of $1 million from FY 2014 that was not awarded, and $2 million allocated for FY 2015.

 

 
Notice of Guidance
A Notice of Guidance Regarding the Specialty Crop Block Grant Program Multi-State Project Competition was published in the Federal Register on October 23, 2014 (79 FR 63377). Interested persons were invited to submit written comments until November 24, 2014. The Agricultural Marketing Service (AMS) is considering these comments during the preparation of the Request for Applications (RFA) to be announced in 2015.

 

 

 
Current Status of the SCMP
AMS is currently working on the Request for Applications. The opportunity will be announced via press release and posted to www.grants.gov in 2015, and this website will be updated at that time.
