Transportation Services Division (TSD) staff provide comments to various regulatory agencies on behalf of the Secretary of Agriculture who under the authority of the Agricultural Adjustment Act of 1938 and the Agricultural Marketing Act of 1946 is charged to represent the interests of agricultural shippers. Upon request, TSD staff provide certification for U.S. refrigerated transportation equipment exported to countries participating in the Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for such Carriage (ATP).
